Whereas -- A high school diploma isn't sufficient anymore, prospective workers in most areas besides part-time, low-paying service industry jobs or manual labor/industrial work require a college diploma to get a good-paying job.
Whereas -- Student loan debt is a crippling long term (oftentimes up to 20 years) expense on Southern students just for a college education. 10-20% of income is the minimum level of student loan debt repayment for college graduates and their families, with that amount oftentimes being much higher.

As a result, I'm introducing:

The LEARN Act of 2017

Article I. The full title of this bill will be the "Legislation for the Endowment of Academic achievement as a Right of Nascent." It may also be know as "The LEARN Act."
Article II. Students will receive free tuition to Southern community colleges and public four-year colleges and universities if they meet the following conditions.
     1. Have received a high school diploma or a GED
     2. have a valid Social Security number
     3. meet the educational standards of the school you wish to attend
     4. your household's income does not exceed $40,000 annually for a household containing one prospective student who is seeking higher education. This threshold is increased by $5,000 for each additional individual in the household prospectively entering college (ie. $45K for two, $50K for three, etc).
     5. Article I will come into effect on July 1st, 2017.

Article III. Student loan interest rates on existing and future loans may not exceed 1.5%, effective October 1st, 2017.

Historic South Act

1. In honor of a brave Southerner (a Marylander), abolitionist, and humanitarian: I propose that March 10th henceforth be named, "Harriet Tubman Day."

2. In honor of President Abraham Lincoln (a Kentuckian), I say we name February 12th as "Liberty Day."

3. On April 12th, when the Civil War broke out, let us celebrate "Atlasian Unity Day" and take a moment to re-examine the causes of the Civil War, the perspectives of the earnest individuals on both sides and hold these memories true to avoid another war among countrymen, violence for the oppression of any group or groups and to not take up a cause that is inhumane and not in the best interests of ourselves and all Atlasians and Southerners.

Whereas -- Youth crime is becoming a major problem, along with youth injury (due playing in the street, skateboarding on sidewalks, etc. because of a lack of urban green space) in Southern cities.
Whereas -- The South is in need of more unemployment and construction of these parks would be a viable source of it.

As a result, I propose:

The Parks and Recreation Bill of 2017

Article 1: A one time sum of $150,000,000 will be allocated to the newly formed, "Corporation for Southern Parks and Recreation" (CSPR).

Article 2: The CSPR will research which Southern cities and towns are in the highest need of parks, based on the rates of youth and adolescent crime in each locality and the park to child ratio of the community. The funds will be allocated to the city governments for distribution in the form of building new parks and maintaining existing recreational sites.

Article 3: Cities and towns with a budget surplus will be mandated to spend at least 20% of the surplus amount to aid the work of the CSPR.

Article 4: The CSPR will disband once the government funds have been exhausted, unless replenished at a later time. Article 3 will be suspended one year after the passage of this bill into law, unless acted upon by the Chamber to lengthen or decrease this period.
