Based on 22% of Bush's voters moving to Perot and 20% of Clinton's voters moving to Perot:



Perot - 35.7% (320 EV)
Clinton - 34.4% (181 EV)
Bush - 29.2% (37 EV)

Only DC is won with a vote share greater than 50%, by Clinton. Alaska (Perot), Arkansas (Clinton), Idaho (Perot), Kansas (Perot), Maine (Perot), Montana (Perot), Nevada (Perot), Utah (Perot) and Wyoming (Perot) are the only states that are won with a vote share greater than 40%.

1% less Bush supporters moving to Perot, means that California is won by Clinton and no candidate reaches 270 electoral votes.
