Peter Bell is like Palpatine..he's in charge of the Elite and the nonElite, and playing them against each other so he can take ultimate control later.

Ya know, I gotta admire him for accumulating so much power.  He's like Dick Cheney kinda.  Somehow likeable, though pure evil.
