Isn't the House GOP setting itself up for a rough midterm if they vote to pass this, knowing it will almost surely fail in the Senate? They will have tons of their members on record voting for a bill that would have eventually left tens of millions without insurance, significantly reduced Medicaid funding and delivered a large tax cut to the wealthy.

If they can't wrangle up the votes in the Senate, then I can't see an upside to voting for this.

they've set themselves for an interesting midterm no matter what because of how hard they're pushing this bill. I get a feeling of Hillarycare from this.

Their entire agenda gets f'ed. They were planning on tackling tax reforms, an equally contentious issue, after their healthcare bill, and the current plan on tackling that is contingent upon their Obamacare replacement successfully being passed through budget reconciliation.

My understanding is that they can still do tax reform without this, except that any tax cuts passed through reconciliation would have to be temporary, with a 10 year time horizon.  Not their preferred course, but I'm guessing that they'll go for temporary tax cuts rather than no tax cuts.
