Nothing. most of the foreign funding is basically US gov. supporting US defence industry.
There are two strategic issues Israel relies heavily on foreign aid for and it's energy and another defence thing. It's possible to do without but it will take several years to prepare for such scenario (and have all the logistic changes required military wise).

Basically if you want to hurt Israel foreign aid money isn't the sensitive spot...foreign capital going in though...
