Which let's face it was the problem - if the police want to talk with you you stop and talk.

A lot of the police patrols are presently plain clothes officers, so people could think they are getting mugged if a number of officers converge on them at once.

Of course, that is exactly what I think when a number of officers converges on me - plain clothes or no plain clothes.

You know that you always wonder in the back of your head, "what are those kids running from?" when you see a group of teens peeling out of a park. Its the same principal. You see an arab man running like a rabid dog is after him, you wonder whats going on. You put 2 and 2 together and you might jump to the conclusion that something bad is going on.
