Very nice. I think 2020 can be on the table with this scenario.

Does this even apply to federal elections?

Presumably not, but there's the 2020 gubernatorial election.

How would this impact the growth/persistence of a Mormon independent party led by McMullin?

Depends on the Democrats in a IRV system they could run a wink and a nod campaign to McMullin against a Chaffetz type canidate. Like KS 2014 or ME 2012.

So will this be passed by the State Senate/signed by the governor? Or is this just a pipe dream by the state house leaders?

Correction: this is actually only for primaries. And it's mainly an attempt to blunt candidates who go through the signature gathering route that the Utah GOP central committee and party leadership hate.

Primaries is better than nothing.  Actually, primaries are one of the worst culprits of terrible results in FPTP imo.

Much better than my low energy assemblywoman who won't even reply to my letter about IRV.

One thing I love about Utah is their openness to expanding voter access and other decent election reforms. Of course, keeping in mind this is a state where Republicans do not fear losing any meaningful amount of power. I just wish other Republican-dominated states had these ideas.

I mean, to be fair, you should either have a primary OR a convention. Good on them for making their system less chaotic/convoluted

Unfortunately, the Utah Senate killed the IRV bill as part of its power struggle with the Utah GOP Central Committee and delegates.

Ah that's too bad.

Couldn't the GOP itself set rules for its own party processes that forego the conventions, or would that violate state law?
