I know the history of primary runoffs. Historically, the Democratic primary runoff was the real race, with the general only being a formality. But what is the history of general election runoffs if no candidate gets over 50% in the general. Wyche Fowler got the most votes in the 1992 general, but got under 50% and was defeated in the runoff. What is the reason for general elections having a runoff in states like Georgia?
