Yep, Democrats had a serious problem at the state-level even before 2016. There have been only seven legislatures in the land, where Democrats controlled both chambers. Gerrymandering is playing a serious role with that, but we also have to think about solutions to fix the problem of low voter turnout, in midterm/off-year elections in particular.
