Heitkamp because North Dakofa is by far the farthest right besides WV. ND has a PVI to the right of Mississippi.

Just out of curiosity: What makes Heitkamp more vulnerable than McCaskill? Just because Roy Blunt is in such trouble this year doesn't mean that McCaskill will have an easier time winning reelection IMO. ND is a quite incumbent-friendly state and a state where retail politics matters.
ND is more Republican than MO. Definitely not saying McCaskill will win re-election though, lol, she's probably toast too. But you could be right on ND.

I don't know about ND but in MO it's still quite possible to win a downballot race as a Democrat. See also Chris Koster, Jason Kander. Isn't Heitkamp more of an exception?
