It's a ballot initiative to regulate the cost of marijuana sold by your dealer. It allows you to anonymously turn in any dealer who charges over the state regulated price. Like all things in California, the cost of marijuana is way too high and the citizens have spoken, demanding action.

That and its one of the most expensive ballot measures this year. Big pharma's spent over $100 million in opposition to it. The mailbox and commercial breaks have been flooded with Prop 61 ads, typically against it. Bernie's been a pretty visible supporter of it here

The marijuana thing was a joke. Basically it would make it so that the state has to buy drugs for the same price that Veterans Affairs pays for them.

It should theoretically lower prices, but there's fears that the drug companies will increase the price that the VA pays.
