HRC also criticized him. Well, it wasn't like he was going to win anyway.

I'm not sure if you are talking about the same HRC here, but don't groups like the Human Rights Campaign generally prefer incumbents by default?

HRC endorsed Kirk because he backs the LGBTQ+ civil rights bill (and deserves plaudits for doing it) Whilst the group clearly needs to support republicans on the issue the fact is that with Senate Majority Leader McConnell it's never going to come up for a vote

The Human Rights Campaign sold its soul years ago. It's a money-making hollow shell with every connection to Washington insiders and no connection to the LGBTQ+ community.

Yes, many groups are pro-incumbent. Human Rights Campaign endorsed Al D'Amato against Chuck Schumer in 1998. While Schumer was to the left of D'Amato on LGBT issues (D'Amato supported DOMA), he was against DADT and supported ENDA, so D'Amato was endorsed by being the incumbent.

Most interest groups endorse one or two candidates of the other party per election cycle so as to not seem explicitly partisan. Kirk is an example of this.
