When did Nebraska and Maine pass a bill that requires a split of their electoral votes?
What was the motive behind it and which party initiated the bills? Was there much consent or were the bills met with refusal?

Here's what Google turned up. NE has a non-partisan legislature so party positions are hard to discern.

Perhaps to capture the interest of presidential campaigns since Nebraska and Maine are usually not competitive, but they have congressional districts that are.

My memory has it that Maine passed its law about this back in 1972 and Nebraska did so in 1992.
