I don't see the purpose of this. Is it giving the Secretary the power to report on relations in GM style reports?

I think this is more about the SoS coming up with a general foreign policy plan for the President's administration, including economic and military relationships with different countries.  Normally I might not like the idea of requiring legislative approval, but I like the idea of encouraging the cabinet and the legislature to be more interactive.  It would definitely encourage activity.

That said, Enduro raises a good question.  It might make sense to get the GM involved somehow.  Maybe by setting up some world events or a general state of the world for the SoS to respond to in the report?  That would help give it some direction.

The GM has no power to mandate Atlasian Policy regarding foreign countries- they have the power to tell us what will happen as a result of policies etc.

This act basically lays out what our foreign policy is- because as pre-reset players will remember we tended to take rather different foreign policy approaches in the past (e.g Lumine's Crimea deal)

I know, I was saying that I was under the impression that the GM already simulates actions that foreign countries take, and the SOS already helps form Atlasian Foreign Policy.

Would Representative Kingpoleon (or another Rep) like to offer an amendment giving the Secretary of State the power to appoint a Deputy Secretary in case they want assistance writing the report?  Is this something Secretary Truman would want?

I would agree to the implication thereof by a vote. However, any actual such amendment would require the Senate's approval again, thereby extending the process of such legislation. If the Senate can find three Senators willing to object to such an amendment, then they could also hold a vote.
