Allawi did not win though, although who we got are worse.

And Saddam did not actually run for reelection, it was a referendum on whether to give him another 7 year term. If the noes won, there would be a new electioned called in theory, in actuality it didn't matter of course.

There is something missing on this ballot.  In the lastest pre-invasion election in Iraq the ballots actually had the name of the voter on it as well.  This ensured that everyone voted the correct way and that everyone voted.  Turnout and the pro-Saddam vote was huge, as expected.
