They will send a letter to the address of the owner of the car explaining to the owner that their car was seen in a "high prostitution area" and "prostitution is not a victimless crime and is associated with kidnapping, human trafficking, and the sexual exploitation of children." The fact that nobody involved has noticed any obvious flaws in this plan is more disturbing than the actual plan.
