He won the most electoral votes by winning the popular vote in enough states.

He ran against two of the worst Democratic nominees in the past 50 years. If he had run against an able candidate like Bradley or Hillary, he would've been destroyed.

The Supreme Court in 2000, and the GOTV drive in 2004.

Gore's boringness and Nader's spoiler effort allowed Bush to win in 2000 while gay marriage bans (my, oh my, how things can change in just 12 years! Smiley) and the War on Terror allowed Bush to win in 2004.

He stole 2000. He might have stolen 2004.

Possibly, but not guaranteed. After all, it is unknown what exactly the outcome of the Florida vote would have been had there not only been a uniform standard for counting undervotes, but also a uniform standard for counting absentee ballots (though indications are that a uniform standard would have favored Gore since, on average, Bush counties used more lenient standards to count absentee ballots than Gore counties used).

That's probably unlikely given the extremely large number of votes involved, though. Indeed, we are talking about around 120,000 votes here.
