Possibly, but not guaranteed. After all, it is unknown what exactly the outcome of the Florida vote would have been had there not only been a uniform standard for counting undervotes, but also a uniform standard for counting absentee ballots (though indications are that a uniform standard would have favored Gore since, on average, Bush counties used more lenient standards to count absentee ballots than Gore counties used).
That's probably unlikely given the
extremely large number of votes involved, though. Indeed, we are talking about around 120,000 votes here.
