I'd say Castro is more "creepy", while Cruz is more of a deranged type.

What Antonio said. Cruz-level creepiness is unrivaled. In fact, he's so creepy that he deserves a whole new label. 'Creepy' is simply too tame to describe him.

I'm not sure exactly what you are finding creepy about Castro though. Surely it can't be something that brings him near Cruz-level creeps?

Cruz seems like the kind of guy who could tell you all about how he was sexually abused by a skeleton growing up and developed a love of human organs and anatomy, and how as a matter of fact he's got a lab downstairs where he wants to make a human centipede, all in the exact same tone of voice he'd use to tell you about his tax plan.

Castro just always seems like he's trying so hard he might start crying.

The creepiest (or most awesome) thing about Julian Castro is that he has the amazing ability to clone himself with almost perfect accuracy. Only god knows how he disposes of the fake Castro's corpses once whatever purpose they serve is fullfilled.
