Obviously not - in those days it was an independent nation without a foreign invader running rampant.  Additionally, if it hadn't been for the sanctions in place at the time, it would've been even better off 3 years ago.

It is worth noting that if you are a Shia or a Kurd, it might be slightly better in some ways, but if you are a Sunni, it is much, much worse off.

No -- not by a long stretch.  Things are much worse, in fact, for Iraqi women and Iraqi Christians. 

On the up side, however, things are much better for Dick Cheney's stock portfolio and the CEO's of Halliburton, Blackwater and all the "American Heroes" who received no-bid contracts.

What parts are we talking about? Kurdistan, definitely. Southern Iraq, less so, but probably still. The Sunni parts in the middle probably aren't by and large but my sympathy for them is tempered by the fact that they sort of asked for it by oppressing the majority of their country for so long.
