God, I don't know.  Just spatially IL-4 looks the most gerrymandered, although GA-13, MD-2, and NC-3 are close.

IL-4 has actually improved over its 90s incarnation - it is now at least technically contiguous.

IL-4 was created after the 1990 census to provide a supermajority hispanic district. The key was to link the Puerto Rican areas on the NW to the Mexican areas on the SW, without cutting through the swath of African-american areas due west of the Loop.

As was mentioned this originally was so gerrymandered that contiguous meant opposite corners at one intersection. It was challenged in court in the 1990's, but survived.

The redrawn 2000's district was justified as gerrymandered for incumbent protection, not for racial reasons. Thus, it too could withstand a court challenge.

In fairness, AZ-02 was a somewhat necessary gerrymander, as it had something to do with keeping the two main Native American settlements separated.  Not for political reasons - just because they hate each other or something.

NY-08 is far worse than FL-10 for the same reason.

I live in AZ 2 so here's the answer.  Adding the Hopi reservation via the Grand Canyon adds Democratic voters.  The problem is that the Northwest suburbs of Phoenix are some of the fastest growing cities in the nation.  Mostly these newcomers vote Republican (I should know, I'm one of them Smiley).  Therefore, the numbers still heavily favor Republicans there.  AZ 1 was supposed to lean Democrat, so splitting the Navajo and Hopi tribes were supposed to make 2 fairly competitive races.  Congressman Renzi has done a good job of making inroads to the Navajo tribe and easily held off what was supposed to be a strong challenge from Bruce Babbitt's brother last November.  I suspect an open race here could be competitive but there are a lot of rural Arizonans who are registered Democrats yet very conservative in AZ 1.  Ironically, this map was drawn up by a "nonpartisan" panel rather than by the legislature.  Fun stuff don't ya think? Uh, Hopis don't vote. And AZ-1 was always a lean Rep district. Renzi just did very badly in the district's first-ever election campaign, helped by a freakishly high (and freakishly united, they absolutely loved George Cordova) Navajo turnout. What you're describing is more of a return to normalcy than anything else.

Racial gerrymandering, turned on its head. The 8th is a gerrymander to create another safe white district. The similarly weird 12th is a double gerrymander, as both a Hispanic opportunity seat, and a seat with sufficient Chinese voting power that noone absolutely opposed by the Chinese community can win it.

  Have to put in Ill 4 which has portions of the district where the borders are either side of a road--still!!
  Ill 17 is a close second and was created pretty much to protect 1 Democratic incumbent (Lane Evans)

I also wonder NY's districts! Seem to be useless.

I have to say Good Old Great Britain have healthier way to form districts.

So many good choices...but I picked FL-22, since that thing is hideous! When I visited my grandmother in West Palm Beach last summer, I'm certain that in the process of driving from her house to a Home Depot to get blinds I crossed over a couple of CD's, and probably a few more driving from her house to the beach! Shocked
