Sounds stupid. It's mostly expansive western states too, so I guess I see why but it still sounds stupid.

Yes.  It was ridiculously protectionist even before states started passing it to head off Tesla making inroads (no pun intended) into the automobile market, and states that have passed laws post-Tesla are even worse.
