I'm not surprised about Portland.  Phoenix is a bit surprising, as is the fact that the New York City metro area is more religious than the national average, and almost on par with Houston, Dallas and Atlanta.  It's probably due in part to cultural Catholics who don't regularly attend church but say they are Catholic.

Portland and Seattle have the "advantage" of being very white and very liberal.  Out here, even our religious folks tend to be pretty private about their religion.  Though of course we still have fundie pockets like everywhere else in this country.

Unaffiliated/non-religious DOES NOT mean atheism.  The vast majority of "Nones" are not atheists (a group that barely constitutes 3% of the country).

Plus cultural Jews, plus blacks tend to be nominally affiliated.

There are very few "cultural Protestants."

I'm sure there are a good number of Jewish senators and congresspeople who are actually not all religious and still report Jewish as their religion (i.e. Bernie Sanders, or the late Paul Wellstone).
