Abraham Lincoln. 

Cleveland and Reagan were two great presidents worthy of the top 5.  Lincoln had some moments but is certainly inferior to these two.

Firstly, I had decided that whoever did not get eliminated last round (JFK or Reagan) could go this time. Secondly, if the opportunity to eliminate Reagan is not taken at now, he might defeat somebody like TR. Pro-Reagan zeal tends to be much greater than pro-Lincoln zeal.
