Actually the problem with the Walker campaign was they didn't think of cutting back until it was too late...

At this stage politicians are wise to seek as much free attention as possible and not overextend themselves on forcing their numbers in the polls. Shoestring campaigns can work a year before the election so long as one sticks to them. But once one becomes a Big Spender one can no longer revert successfully to the shoestring campaign.

McCain was restructuring his campaign in July/August of 2007, though. Doing it in October like Jeb is doing is a lot riskier.

To be fair, the primaries are starting almost an entire month later this time than in 2008.  So October 2015 is basically the equivalent of September 2007.

Given the way campaign finance and politics have changed, even in the short amount of time that it's been since 07', I don't think Jeb could pull a McCain.

I tend to agree with you. There's the obvious way: Bush in the race divides the Establishment types between Bush and Rubio. However, there's a more subtle way: Jeb! is Donald Trump's punching bag, and he is an exceptionally soft target. Jeb! has a glass jaw and whenever Trump gets in trouble he beats up on Bush just to reassert dominance. Going after Rubio hasn't had much success so far and going after Carson or Fiorina is downright dangerous for Trump. Bush's absence and the irrelevance of Trump's other glass-jawed opponents like Rand Paul and Lindsey Graham will make Trump's dominant alpha-dog asshole routine a bit trickier.
