The Vice President is the President of the Senate, but is never there. If Biden had stayed, he would have become Pro Tempore, another Senate President, within a few years anyway, AND kept Foreign Relations. He had to have known Byrd and Inoye weren't going to last that much longer just from age alone. If he isn't going to run, then why did he accept the slot in the first place? A lot less effort attaining basically the same power AND a powerful Chairmanship had he just stayed in Delaware.

Well the Senate President pro tempore doesn't actually do anything or weird any authority, so there's that. As Obama's VP he has by all accounts played a pretty influential role in the administration.

He was ready to be VP, but he got bogged down with his Senate responsibilities and decided very on to help Reid overcome McConnell in Senate. So, he wasnt that effective as VP. As Obama most of the time & Michelle took away the spotlight from Biden family.
