The use of football in the first sentence suggests the game, but the context of the sentence suggests the ball used for the game. It would be better to rephrase the quote (emphasis for changed words),

Football uses a round ball. Players may kick it or move it with any part of the body except the hands.

A lot of this is ungrammatical, even in the linguistic sense. For example, "In the 19th century(世纪) people in England first played this kind of balls." It should say "these kinds of balls" or, more likely, "this kind of ball." It most likely was not written by a native English speaker.
