Sections 2 and 3 are already covered by the Bill of Rights, so I don't think they're necessary. Section 1 seems like a good idea, however.

Sections 2-4, 4 in particular. I'd much rather prefer that we prevent tips from being counted towards minimum wage leather than complicate the tac code by trying to calculate tips for tax returns.
