obviously this is meant to be passed in tandem with the northeast independence amendment, replacing the weird double-referendum system that the previous bill set up.

I don't support any independence referendum, so on its own, I'll fully support this bill (but not the new Independence Referendum bill).

I support the new amendment, I believe it clears up a few things, and it provides an organized transition should independence be approved. So, I'll support.
