are we allowed to pass legislation during an election? I think it might be best to just bring this to the floor with a full assembly after the election.

IIRC, this would need to be posted in the Legislation Introduction Thread in order to be officially brought to the floor. Per Regional statute, only the Speaker may open debate threads.
