Neither of those would end the issue. There would just be a fight to repeal the amendment, but an amendment probably wouldn't pass in the first place.

How would you solve/end this issue, and get as much as possible of both sides to agree with the solution and end the debate?

The obvious answer is you can't. Well at least, politically. It would take a huge societal change for the abortion debate to be settled. It's not like issues where everybody has the same goal, but takes different paths to achieve it (e.g. Reducing poverty through either liberal (school choice, credits, vouchers, philanthropy) or leftist solutions (unions, government spending)).

No, this is an issue that won't be settled via legislation, because both sides want different things entirely.

I guess this hypothetical technology could be, like, a really cheap, hyper-effective, long-term contraceptive; that is ubiquitous in society and works on both genders?

Unfortunately, a significant portion of people would be opposed to that as well. And there would still be demands for abortion even with this magical technology.

A constitutional amendment allowing abortion only in cases of incest or when the mother's life is in danger. I would leave whether or not it should be allowed in cases of rape to the states.

There is nothing inherently wrong with the practice of abortion itself. The main problems surrounding abortion are that poorer women cannot afford to pay for one, and women who choose to have an abortion often become the subject of stigmatization. Lessening the financial burden upon parents by providing paid parental leave, paid sick leave, and free of charge daycare, in addition to making contraception widely available, reduces the need for abortion, but it doesn't eliminate it. Within the foreseeable future, I don't see any way abortion can be completely eliminated, prohibition included. The only way for any sort of consensus to be reached is for a massive shift in public opinion and societal values.

Keep abortion legal upon request at all points in the pregnancy. Put massive amounts of money into real sex-ed programs, and make birth control as easily accessible as clean water. Furthermore, improve and expand treatments such as IUDs and spermicides, so that pregnancy is more of an "opt-in" than an "opt-out" system so-to-speak. Further fund research for pre-natal and post-natal care to limit health issues during gestation. If all this were in place, it would reduce abortions to basically women who are raped while already planning to have children and fetuses with physical or mental development issues.

There is no convincing anyone on abortion. It's a matter of personal belief. Either you believe that a mindless bundle of cells is a sacred life that should be preserved at all costs or you don't. No rational argument can confirm or refute this.

I am aware that, in the current political and cultural environment, banning abortion would not make it cease to be a political issue.

I would like to have abortion banned and have our culture change to become more socially conservative and, thus, more pro-life. These might be tough goals to accomplish, but I think they are goals worth pursuing regardless.
