I find it very unlikely that an outspoken, high-profile member of Democratic House leadership first elected in 1988 or 1990 (I believe) could have survived in SC-5 through the 1994, 2010 and 2014 midterm elections.  Maps on the show seem to indicate that the SC-5 in the House of Cards universe is the same as OTL SC-5, IIRC.
