If it was anyone else, it would clearly be a runup to an official announcement. He is saying all the things pre-candidates say. He is hiring and setting up a tour of early states. It really looks like this time he is going to do it, yet I still have a nagging feeling he is going to try some weasily way not to. Like tomorrow he is going to announce that he is forming a special PAC and going on the road to promote some new agenda for america, blah, blah (ala Sarah Palin's weird bus tour in 2012).

But if he wants to get into the debates he has to file and be a real candidate. And real candidates have to submit their financial records. This memo doesn't really count. But (with extensions) he would have 120 days since an official announcement to submit, so that would give him 4 months to pretend to be a candidate (along with attending at least a couple of debates).
