During the last two times Espaillat challenged Rangel did Rangel win because of increased black turnout and or depressed hispanic turnout or did he win because he won the hispanic vote outright?

Rangel didn't win the Hispanic vote (in fact it was pretty racially polarized). Blacks generally turn out better which has saved him these past two times.

For all the talk about ethnic politics, I think the deciding factor in this district's primaries is probably seniority. Rangel takes care of the district, and they keep him in.
