Activity Matters Act

Be it enacted by the House of Representatives and the Senate of the Republic of Atlasia in Congress assembled, the Federal Electoral Act is amended as follows,

Section 14: Federal Activity and Political Party Requirements
1. A person may become a registered voter if they have attained fifteen posts and have been registered at the forum for at least 7 days. In registration, the person must state their name and State of fantasy residence; In addition, they may optionally state a political affiliation.
2. All those persons who have registered to vote 7 days (168 hours) before the commencement of the election posted at least 10 times on the Atlas Fantasy Elections or Atlas Fantasy Government boards in the 8 weeks (56 days) prior to the commencement of an election shall be defined as active for the purposes of that election. If a voter changes their state of registration within the 7 days, the state from which they were originally registered shall be the state from which their vote is cast.
3. Persons may only change their State of registration from one region to another region once every 180 days. Changes in State of registration may only occur within a single region every 72 hours.
4. Any registered voter who fails to vote in elections for six months for which they are qualified to vote shall have their registration no longer considered valid. The said voter may only be deregistered after missing three federal elections, not including runoffs and special elections. A vote in a special election or runoff will be counted towards activity the same as a vote in a regular federal election. This clause shall not be construed to deny a forum user the right to register anew.
5. Anyone who has cast an absentee ballot shall be regarded as an active voter, provided he or she fulfills the definition by the time the election commences for which the ballot was cast, of an "active voter"; However, the post containing the ballot shall not count towards the total number of required posts.
6. Any political party of three or more members is considered to be an organized political party.

The WNN endorses a NO vote on Ninja's bill, as those not currently in office have little reason to participate on the Atlasia Boards in the form of an actual post. Not everyone will be running in every election. Not everyone runs (or should run) a polling company. Posting "endorsed" on threads just to be valid seems rather spammish.

The Right to Choose Act

1. Termination of a pregnancy is hereby established as a woman's right to choose.
2. There shall be no restrictions on abortion through the first five months of pregnancy.
3. Throughout the entire pregnancy, abortions are allowed in cases of rape, incest, and danger to the mother or child.
4. Any regionwide statutes that do not allow no restrictions abortion for the first five months of pregnancy and do not allow abortions in cases of rape, incest, and danger to the mother or child, throughout the entire pregnancy, are hereby repealed.

Abortion has typically been treated as a regional issue in this game and we should respect that. I'll be opposing this on those grounds.

Amendment to Article 3, Section 3 of the Constitution:

The House of Representatives shall consist of nine members chosen at-large by the eligible voters of the Republic according to a method of proportional representation prescribed by the Federal Legislature. The # of members shall be 7 if there are 9 or fewer on ballot candidates running, 9 if there are 10-13 on ballot candidates running, and 11 if there are 14 or more on ballot candidates. Representatives shall serve a term of two months, and shall be elected in the months of February, April, June, August, October, and December.

1. All parties other than the Labor Party of Atlasia are hereby disbanded and all atlasian citizens are hereby registered in the Labor Party.

2. The Labor Party of Atlasia shall be the only legal party in the Republic of Atlasia and registration in it shall be complusory in order to vote in any election or serve in any office.

3. The leading and guiding force of the Atlasian society and the nucleus of its political system, of all state organisations and public organisations, is the Labor Party of Atlasia. The Labor Party exists for the people and serves the people.

House Version:

The Bane of Fhtagn Act of 2020

1. Fhtagn is hereby prohibited from posting in any House bill thread, including but not limited to threads for house consideration of senate originated bills.

2. For each such post that is made, Fhtagn shall be fined by the House for disturbing the peace. The House shall decide the amount of the fine and may use any offsite resources it chooses to acquire the fine.

3. These provisions shall also be imposed on anyone that Fhtagn appoints to post on her behalf, anyone who declares to be acting as an accomplice of hers, or anyone the house believes is causing a similar nuisance.

Senate Version:

Environmental Cooking Act

1. Any restaurant that sells burgers shall not use any equipment powered by fossil fuels.

2. Any restaurant that uses grease in its products must store used grease in sealed bins or containers stored outside. These bins or containers must be periodically collected by a recycling company to use in animal feeds, lubricant, or biodiesel fuel. A restaurant sending grease to a landfill may be fined up to $10,000 per ounce of grease sent to a landfill.

3. Any burger, order of fries, or drink of more than 24 fluid ounces purchased at a restaurant shall be subject to a 21% excise tax, in addition to any other taxes that are currently applicable to such a product. In addition, any restaurant selling such products shall be subject to a 10% excise tax on their overall annual income, in addition to all other taxes.

4. Any burger, order of fries, or drink of more than 24 fluid ounces purchased at a restaurant shall be prominently labeled with a warning that consumption may result in immediate and hard to reverse weight gain. An employee shall prominently point out this warning to a customer when they are ordering, and again when they hand them their order, and offer a full refund if the customer opts to not leave with or consume the item.

5. Any restaurant that requires one to order at a counter must be less than 2,000 sq ft in size, including cooking/ordering areas and offices. Such restaurants shall not authorize a sale, or series of sales during the same visit, in which more than 1000 calories worth of food (including dessert) and drink combined is served to any single customer.

6. No restaurant may offer toys in their kids meals, or provide entertainment in the form of a ball pit, animatronics, playground, playplace, or tube network.

7. The products popularly known as the "Big Mac" and the "Whopper" are hereby banned. This ban also forbids any other product with identical ingredients to a Big Mac or Whopper.

8. A violation of this ban, where not otherwise specified, shall result in a fine of up to $100,000 per offense.

9. This legislation shall take effect immediately.

CAGE THE BIG BAD WOLF ACT

1. Any broker licensed by Atlasia to buy, sell, and trade in stocks, securities, commodities, futures, and other financial instruments on behalf of others shall be prohibited from charging a commission fee exceeding 5% of any transaction.

2. Any carried interest shall be taxed the same as income rather than as capital gains.

3. Any gain from the sale of fractional shares in investment art shall be taxed the same as income rather than as capital gains.

4. Any gain from the sale of futures, forwards, options, swaps, and other financial derivative contracts shall be taxed the same as income rather than as capital gains.

5. The financial trading in Short Position instruments is hereby prohibited.

6. For purposes of this act carried intetest means any gained value of a share in the holdings of a pension or investment fund when such share is compensation paid to an investor, broker, or financial or fund manager in consideration of advising, managing, or making investments on behalf of such pension or investment fund.

7. This act shall take effect January 1, 2024.

SENATE DRESS CODE RESOLUTION

1. There shall be no formal dress code requirement for Senators or members of the public present in the Capitol, other than the expectation that all clothing be business casual.

2. No Senate rule shall require women to cover their arms in any formal or casual setting in the Capitol.

3. This act shall take effect immediately.

To protect religious freedom as pertained to alcohol consumption

Be it enacted by the Senate of the Republic of Atlasia assembled;

Section 1. Title

This legislation may be cited as the Sacramental Rights Act

Section 2. Freedom to drink alcohol per religious rites and ceremonies

In accordance with the constitutionally guaranteed right to freedom of speech, no citizen in the Republic of Atlasia who, if legally restricted from consuming alcohol, shall be prohibited from consuming alcohol as part of a religious sacrament, rite, or ceremony, provided that the individual is not intoxicated or incapable of demonstrating sobriety.

Section 3. Effective Date

This Bill shall take effect immediately upon passage.

To recognize Indigenous Atlasian Tribes

Be it enacted by two-thirds of the Senate of the Republic of Atlasia assembled, and at least two-thirds of the Regions henceforth;

Section 1. Title

This legislation may be cited as the Native Atlasian Tribes Amendment

Section 2. Constitutional recognition and Senate power to authorize Tribal relations

Section 3 of the Fifth Constitution is hereby amended;

The Senate shall have the power, except where limited elsewhere by this Constitution,
to lay and collect taxes, duties, imposts, and excises, and to distribute the revenue thus collected;
to regulate foreign trade and inter-regional commerce, as well as the Native Tribes;
to establish uniform laws of naturalization;
to regulate the value and coinage of the national currency;
to establish a uniform system of weights and measures;
to establish post offices and post roads;
to define and punish crimes committed on the high seas;
to declare war, issue letters of marque and reprisal, and make laws governing the capture of land and water;
to raise, support, and regulate the national armed forces;
to admit new states and territories to the Union;
to make laws governing borrowing, lending, and the selling of stocks and bonds;
to confirm or reject nominations for the Supreme Court and the officers of executive departments;
to establish a central national bank;
to make laws necessary for the enforcement of the Constitution and federal law;
to regulate voter registration and federal elections;
to regulate independent expenditures for political communication;
to impeach the President, Vice President, Justices and Associate Justices of the Supreme Court, and other officers of this government for high crimes and gross negligence.;
to establish, consolidate, alter, or terminate independent agencies led by non-playable officials, leaving it to the discretion of the President to control department structure and the existence of any playable principal officers, if any at all, which the President may appoint to roles in the agency, with the advice and consent of the Senate;
to make uniform rules for bankruptcies;
to temporarily grant inventors, authors, and artists exclusive patents or copyrights for their creations; and
to constitute tribunals inferior to the Supreme Court of Atlasia.

This Amendment formally enshrines Native Tribes in the Constitution, affirming current real-life relations thereof to be legal as well as to enable Senate power for the advancement of Indigenous rights.

This legislation may be cited as the Euthanasia Regional Autonomy Act of 2023.

Section 2. Regional Autonomy

1. The End to Medical Termination Act of 2023 is hereby repealed.

2. The legal status and regulation of medical euthanasia shall be delegated to the regions.
