Activity Matters Act

Be it enacted by the House of Representatives and the Senate of the Republic of Atlasia in Congress assembled, the Federal Electoral Act is amended as follows,

Section 14: Federal Activity and Political Party Requirements
1. A person may become a registered voter if they have attained fifteen posts and have been registered at the forum for at least 7 days. In registration, the person must state their name and State of fantasy residence; In addition, they may optionally state a political affiliation.
2. All those persons who have registered to vote 7 days (168 hours) before the commencement of the election posted at least 10 times on the Atlas Fantasy Elections or Atlas Fantasy Government boards in the 8 weeks (56 days) prior to the commencement of an election shall be defined as active for the purposes of that election. If a voter changes their state of registration within the 7 days, the state from which they were originally registered shall be the state from which their vote is cast.
3. Persons may only change their State of registration from one region to another region once every 180 days. Changes in State of registration may only occur within a single region every 72 hours.
4. Any registered voter who fails to vote in elections for six months for which they are qualified to vote shall have their registration no longer considered valid. The said voter may only be deregistered after missing three federal elections, not including runoffs and special elections. A vote in a special election or runoff will be counted towards activity the same as a vote in a regular federal election. This clause shall not be construed to deny a forum user the right to register anew.
5. Anyone who has cast an absentee ballot shall be regarded as an active voter, provided he or she fulfills the definition by the time the election commences for which the ballot was cast, of an "active voter"; However, the post containing the ballot shall not count towards the total number of required posts.
6. Any political party of three or more members is considered to be an organized political party.


The WNN endorses a NO vote on Ninja's bill, as those not currently in office have little reason to participate on the Atlasia Boards in the form of an actual post. Not everyone will be running in every election. Not everyone runs (or should run) a polling company. Posting "endorsed" on threads just to be valid seems rather spammish.

Abortion has typically been treated as a regional issue in this game and we should respect that. I'll be opposing this on those grounds.

Amendment to Article 3, Section 3 of the Constitution:

The House of Representatives shall consist of nine members chosen at-large by the eligible voters of the Republic according to a method of proportional representation prescribed by the Federal Legislature. The # of members shall be 7 if there are 9 or fewer on ballot candidates running, 9 if there are 10-13 on ballot candidates running, and 11 if there are 14 or more on ballot candidates. Representatives shall serve a term of two months, and shall be elected in the months of February, April, June, August, October, and December.

Environmental Cooking Act

1. Any restaurant that sells burgers shall not use any equipment powered by fossil fuels.

2. Any restaurant that uses grease in its products must store used grease in sealed bins or containers stored outside. These bins or containers must be periodically collected by a recycling company to use in animal feeds, lubricant, or biodiesel fuel. A restaurant sending grease to a landfill may be fined up to $10,000 per ounce of grease sent to a landfill.

3. Any burger, order of fries, or drink of more than 24 fluid ounces purchased at a restaurant shall be subject to a 21% excise tax, in addition to any other taxes that are currently applicable to such a product. In addition, any restaurant selling such products shall be subject to a 10% excise tax on their overall annual income, in addition to all other taxes.

4. Any burger, order of fries, or drink of more than 24 fluid ounces purchased at a restaurant shall be prominently labeled with a warning that consumption may result in immediate and hard to reverse weight gain. An employee shall prominently point out this warning to a customer when they are ordering, and again when they hand them their order, and offer a full refund if the customer opts to not leave with or consume the item.

5. Any restaurant that requires one to order at a counter must be less than 2,000 sq ft in size, including cooking/ordering areas and offices. Such restaurants shall not authorize a sale, or series of sales during the same visit, in which more than 1000 calories worth of food (including dessert) and drink combined is served to any single customer.

6. No restaurant may offer toys in their kids meals, or provide entertainment in the form of a ball pit, animatronics, playground, playplace, or tube network.

7. The products popularly known as the "Big Mac" and the "Whopper" are hereby banned. This ban also forbids any other product with identical ingredients to a Big Mac or Whopper.

8. A violation of this ban, where not otherwise specified, shall result in a fine of up to $100,000 per offense.

9. This legislation shall take effect immediately.

1. Any broker licensed by Atlasia to buy, sell, and trade in stocks, securities, commodities, futures, and other financial instruments on behalf of others shall be prohibited from charging a commission fee exceeding 5% of any transaction.

2. Any carried interest shall be taxed the same as income rather than as capital gains.

3. Any gain from the sale of fractional shares in investment art shall be taxed the same as income rather than as capital gains.

4. Any gain from the sale of futures, forwards, options, swaps, and other financial derivative contracts shall be taxed the same as income rather than as capital gains.

5. The financial trading in Short Position instruments is hereby prohibited.
