Collins' ideology is basically just "whatever the President wants, but cheaper". So if a Republican President calls for a billion dollars in tax cuts, she insists on limiting it to $900 million instead before supporting it. A Democratic President calling for a billion dollar stimulus wouldn't get her support unless also dropped to $900 million. It's a weird variation on the Golden Mean Fallacy, not any type of principled centrism.

And Cuomo wouldn't be a huge problem as a Senator, since he'd probably just vote the party line.
