Perry actually seems decent on fiscal issues; I and many other voters may have gotten a bad first impression from excessive pain meds.

Schwarzenegger was awful, on the other hand, although based on his brief 2005 foray into fiscal conservatism he may have been a decent governor if he had been elected in a state with a Republican legislature.
