Serious question: Is there any chance that the ballots have been counted wrongly?

Do the Marylanders use voting computers or vintage ballot paper?

There's one thing I'm curious about:
Had Larry Hogan already been fairly famous before the election?
Or has he always been a no-name politician outside Maryland? (Or even within Maryland?)
