It has nothing to do with capitalism, rather the people who believe we should tax the lower-class out of the economy, and then put them on welfare. The same party siphons all of the welfare budget into Medicare/Medicaid for the elderly, though Obama did float the idea of reversing the flow of money.

1. The poverty rate is farce because it does not take into consideration the many forms of non-cash (and some cash) handouts that the gov't provides. Food stamps, housing subsidies, tax credits, etc all magically vanish when official poverty numbers are crunched. Is it any wonder these programs don't "work?"
2. Even ignoring all that, what the stat tells you, more than anything else, is who in America is choosing to have the most children. Almost all the East Memphis middle class and up people I went to high school with (and now see on facebook) have one or zero children. Would it be such a better world if all of them had more poverty-free children?

Plus it makes no attempt to adjust for cost of living differences.
