Although they are definitely different kinds of Republicans, Vermont has elected them alot, and recently, especially to the Governor's Mansion.

So Rhode Island.

Rhode Island, since all the Republicans there run as Democrats (just like Hawaii).

I'd say RI is "deader."  Call them DINOs all you want, they're registered Democrats and often vote that way all the way up and down the ballot.  Say what you want about VT being liberal, but there's a cultural yearning for being Republican there (or at the very least a RINO) in a way that has never existed in RI, evident by them clinging to the GOP until the '90s and still electing several Republicans after that.

Believe it or not, Vermont has a Republican lieutenant governor, who got elected in 2012.  I don't know how Phillip Scott did it, but he got 57% of the vote.

Interestingly, Rhode Island is the most elastic state, while Vermont is the 5th most elastic, according to Nate Silver.

They are equally Democrat right now IMO, but Vermont seems to have more of than New England independence than RI, so I'd say RI.

They're both really dead for the Grand Old Party, though.

I would probably say Rhode Island. While Vermont is a very liberal state, the right kind of Republican (possibly Jon Huntsman or Olympia Snowe) could possibly win it in a very strong year for the GOP and/or if the Democrats nominate an atrocious candidate such as Zell Miller. In Rhode Island, however, there are a lot of straight-ticket voters who will support the Democrats no matter what.

Voted Vermont but upon further reflection I think Rhode Island. Vermont could vote for a moderate  Republican in the right circumstances. I don't think Rhode Island would do that as much.

Vermont. It used to vote for moderate republicans, now that's pretty much over. Rhode Island is pretty much in the same place its been for the past 20 years politically.
