So there's pretty much no disputing that Karl Rove's dirty tactics in South Carolina at least helped Bush to pull off his victory there in the GOP primary.  But I was just thinking; McCain was undoubtedly had the best foreign policy credentials in Republican field.  I'm not very informed on American involvement in Kosovo, but would a more dire situation in Yugoslavia, or perhaps an earlier terrorist attack on US soil, have changed the race, shifting the focus to foreign policy, which was essentially McCain's area of expertise?
