Not exactly, no, but most of the White-inhabited precincts in the city are in the 7th, including some fairly librul areas. Which - while I don't actually know jack about whether that's true for Richmond - usually means most of the touristy historical stuff Gass wants to see is in the district as well.
Also, Cantor quotes a residence in Richmond. Bobby Scott and Randy Forbes (whose district includes Richmond suburbs though no part of the city) are from the Hampton Roads IIRC.

I've had more occasion to visit Richmond than you might expect (had a couple events at VCU here and there) and, while I wouldn't say it was booming or anything, the downtown had some nice "bones" as it were.  FC.

A lot of the tourist stuff (Confederate White House, State/Confederate Capitol and the NPS center for the Battle of Richmond) are downtown.
