Before we enter yet another crisis (and, let's be adult, this is bound to happen without an international consensus, despite everybody's best intentions; just a geopolitical reality), there is a last-ditch proposal to solve this problem.

We have nothing against Russia reannexing territories with the ethnic Russian majority. It's right and sensible course of action. However, we do not support annexation of Turkic majority areas which should be allowed a self-determination under protection of international peacekeeping force.

Let's be clear. France has no objections to the Russians re-annexing Turkestan if it will end the violence and mass murder being perpetrated. It would be unfair to the Russian population of Turkestan to allow it to continue.

Blaming every single Turkic residents of the area for mass murders doesn't make much sense. Beside, it's not like only Russian nationals are suffering now, in spite what is Russian propaganda saying. Turkic, Persians, Afghans are gettins massacred too.

We wish to remind that we supported making serious efforts to stop the atrocities from continuing. We believe that, as history teached us, that one-sided action won't solve the problem, only deepen it.


OOC: Seriously, people. The update on Turkestan stated that it's pretty much everybody v. everybody, not "everybody else are killing Russians".

The USA confirms its commitment to ending bloodshed in Turkestan
We share the commitment to ending mass murder of Russians with our allies both within and outside the Entente

Our French and Italian allies must consider other methods of ending this crisis then Russian expansion

I offer US troops as peacekeepers to end the bloodshed....I challenge my French, Italian, and British allies to do the same

We would be quite willing to end our intervention in Turkestan if the Turks would be willing to apply their criticism of "denying sovereignty" to every other imperial power, themselves included. We have said nothing about the conquest of Morocco over a Greek playboy or the plunder of the Boer republics, and given that we directly border Turkestan and that our citizens are the ones in peril there, we see no reason why the rest of the world would need to waste resources when we can end the bloodshed and begin to bring civilization and infrastructure to the tribesmen.

Russia wishes to defend Russian nationals in Turkestan and we never opposed this (if you see our previous statement, we have no objections to reuniting them with motherland). Meanwhile we wishes to ensure that our Turkic brothers are not being reconquered again and that's it, because we renounce any ambitions to expand there, whether officially or not.

We strongly disagree with a notion that this is a matter that concerns Russia exclusively. Turkestan is in our vicinity via Caspian Sea and whatever happens in this highly sensitive region concerns us as well. That combined with our common roots with Turkestan residents makes us concerned.

Also, we wish to repeat: not only Russian nationals are currently being murdered in Turkestan. We reject the offensive notion that life of a Russian is somehow more worth than of Turkmen, Iranian of Afghani.

The principle is noble but the practice is a diffrent matter. We hold, as we have learned painfully on our own history, that one-sided entrance into such a large and hostile territory will not led to a quick peace, only deepen the tension. Also, if you want to overestend your effort now that your country needs rebuilding, all we can say we disagree with your judgement.

Russia is well known for using the black hundred in order to end their problem
And you know all what they have done during the war.

I support the USA plan. Russia isn't able to end this problem peacefully.

I want the massacre to end, not to be replaced by an another massacre.

If I remember correctly, the Tsar has promised to curb excessed of the Black Hundred and I'm inclined to give anyone a chance.

Still, I don't believe any power, acting on their own, could effectively handle this crisis and the international effort is the only practical solution.

The Ottoman Empire is ready to dispatch troops at any given time, as early as we have a consensus to commence an international operation.

I would like to reiterate that this is not an affront against Russia's goals here....every nation deserves a second chance. As the Sultan said- no single nation should act alone in a circumstance such as this, whether it be Russia or the USA or any one else. We are working together in this regard

I hope President Hay has not misunderstood France's intentions, nor, hopefully has Sultan Abdul Hamid II. France simply wants the massacre to end. Due to my activities in Morocco, I cannot spare many forces at the moment. I will add a commitment of 1500 men to the peacekeeping force provided that Britain, Russia and Italy can also contribute. Without the assistance of those three nations, this would not truly be an international effort at ending the violence.

We have indeed attempted to ensure that our paramilitary security force does not engage in wanton killing of innocents. But we again reiterate that given the geography of the region and our direct connection to it, that there is no need for any other great power to expend their own resources, though we appreciate the sentiment behind the desire of some of them to send peacekeepers.

If the other powers wishes to committ their resources, what's the problem? Certainly no state can be forced to participate.
