Because when you do it, you're deceiving people in a way that goes beyond traditional methods of trolling.  That said, I think sock-making, like other crimes, can be forgiven.

It's also harshly punished, in part, because of Atlasia. It's silly, but many past sock attempts were made to cheat in elections or otherwise vote multiple times in polls. And it generally lowers the discourse of the site by distracting from real humans who are trying to converse.

I... don't know why someone would do that, but I don't see any reason why such a case wouldn't be handled how it would be handled if it were an actual poster reporting someone else's posts.
