I'll go ahead and start this now.

I will be proposing an amendment to the 4th Pacific Constitution that takes out the "0001 hrs." thing since it's confusing and it's odd. I prefer the "may begin any time" wording and "end 72 hrs. later." That makes a lot more sense, considering time zones and so forth.

Once the election goes final, I invite councillors-elect to post here or to offer any legislation they might like to see pass. Remember, we have a lot of money to spend and there are still a couple bills on the floor. I will bump those. We need to jump-start business, primarily, but we can spend in other areas too, like education.

I'm treating the tax restructuring as though it's been enacted.

Also, I'll permit carry-over from the 8th Council thread. I'd like for anything that anyone wants from that thread to be posted here, though.

The new Council can check in, organize, and choose a Speaker in this thread. I believe it's just a majority necessary (2/3).

I believe we have a few days before the new Council begins, but you folks can start thinking if there are bills you want to draft. With our open spot on the floor I want to bring up the amendment to the 4th Const. Will do that soon. There are a couple of spending bills on the floor as well, and we need to emphasize spending in order to create revenue.

I would like to introduce this bill.

ENTERPRISE INVESTMENT SCHEME ACT of 2014
1. An enterprise investment scheme is defined as: A tax credit for wealthy individuals, who invest their money in small start ups.
2. The rate for said credit shall be sat at 1,000 dollars per hundred jobs created, with a max credit of 50,000.
3. This act will stay in affect until Pacific unemployment drops below 10%.

Just one single point - your translation of "E pluribus imperium" - I'm really sorry, but this means "out of many (one) government". If you want "several governments" try "complura imperia"; or use maybe "imperia coita" - governments working together.

Just out of curiosity, what's the status with the Wiki? Is someone keeping it up? I know PJ did a really superb job, so we'll need to do that.

If the 4th Const. and the amendment aren't in there yet, we'll need to get them up. I can work on that when I get time, but let me know.
