Yes, but not for their suppression the Bonus Marchers.  I think highly of the other achievements that they had.

I'm more concerned about their other achievements.

With the bonus march incident, they were following Pres. Hoover's orders.

Hoover fed, clothed, and gave medical care to all the Bonus Marchers while they were comparing him to the Devil.

Hoover told MacArthur to get rid of them without using force, Douglas decided he knew better, refused to take credit for what he did, and Hoover took the responcibilty and got the blame.

Only a man with a heart as big as Hoover would have done that.

You may be right.  I made some assumptions that may have been incorrect.  If I'm wrong, I'll 'fess up.

If memory serves me correctly, no.  It was awarded on schedule some point later.
