It's possible that regions would be more likely to add sales tax on these items if they knew it was being subsidized with a tax credit.  On the other hand, I don't know how many people would keep track of the sales taxes they paid on these things.

My assumption would be that it excludes basic income, since I don't know of any other bill where it's actually factored into annual income.

Basic Income is a refundable tax credit that is exclusive of all other deductions and credits according to the act, so in that sense the question is moot.  Someone could not receive both this tax credit and Basic Income, as the law stands.
