B. 001:  The Regional Tax Act
Sales Tax
1.  All individual state sales taxes are hereby repealed and replaced with a Pacific Sales Tax of 4.06 percent.

2.  All prescription drugs and food items shall be exempt from the tax unless marked otherwise by the government.  All non-prescription drugs or over-the-counters shall be taxed at a rate of 1.10 percent.

Excise Taxes
1.  All individual state excise taxes on fuel are hereby repealed and replaced with a Pacific Excise Tax of 21.15 percent on regular gasoline, 21.60 percent on diesel fuel, and 20.10 percent on gasohol.

2.  All individual state excise taxes on tobacco products are hereby repealed and replaced with a Pacific Excise Tax of $1.14 per pack on cigarettes and a rate of 35% wholesale price on all other tobacco products.

3.  All individual state excise taxes on liquor are hereby repealed and replaced with a Pacific Excise Tax of $3.25 per gallon on general liquor and $0.45 per gallon on beer and wine in addition to the Pacific Sales Tax.

Income Taxes
1.  All income tax rates shall be decided by the individual states and collected by the Pacific government.

I hereby close the voting on this act.  With 7 votes in favor, 1 opposed, and 0 abstentions, I declare the Regional Tax act to have passed.  I present it to the Governor for his signature.

Let me first say this is truly a great day for the Pacific. We were the first region to create a constitution and hopefully we will be the first of the deficit ridden states to pull out of it.

With that being said I hereby sign this first bill of the Pacific Regional Legislature into law.
