IIRC six months out of 12 is all you have to be enrolled for to meet the mandate, so this is already in effect.

Also, Manchin continues to be a joke Democrat who should be expelled from the caucus.  It's actually much worse to have insiders chipping away at Obamacare than outsiders.  Without the individual mandate, Obamacare falls apart like a house of cards.  Even worse, it's too late to change prices for next year, which were all calculated with the assumption that the individual mandate would be in place.

Not really news, Manchin has always been opposed to the individual mandate. Luckily the other 54 Democratic Senators are not idiots who don't understand how health insurance works, so this won't go anywhere.

But are the policies priced so that you can buy it for only six months and not be charged for the whole year?   

We have no idea how long this exchange problem is going to take before it's fixed.  The adverse selection could happen even without the delay in the individual mandate, since the people most motivated to go through finding a health insurance policy the old fashioned way are the ones who wanted a policy before but couldn't afford it or were denied because of pre-existing conditions.  The entire law (what's not been implemented already) should be delayed until at least 3 months after the exchange gets fixed.
