Not really as it just means Bush tax cuts four years earlier. OTOH, Dole probably loses in 2000 once the Dot Com bubble bursts and thus ensures a Democratic presidency and avoids the Iraq War.

He could've been, he was a smart man who had great principles, he just utterly lacked charisma. We obviously don't know but I'l go out and say he would be about as good as HW Bush.

One major problem is that Dole would be out of ideological step with Gingrich's House as they were in Congress IRL, which might provoke interesting responses from Pub base voters if a Pub President is at odds with severely conservative House ideas.
