The amendment makes the end of a term (as in date) shorter for members of congress and the president.

An obvious freedom amendment for me, specifically for presidents to limit the amount of time they have their last minute power.

Back in the day I think travel concerns were part of the decision.  With the advent of rail travel it became a bit outdated, though.
